Management of Federal Buildings
Responsible for the administration and management of all federal government buildings, offices, secretariats, and other public facilities across Nigeria's 36 states and FCT.

Maintenance & Repairs Oversight
Coordinates and oversees the maintenance, repair, cleaning, and facility services for all properties under federal government jurisdiction, on a structured quarterly schedule.

National Asset Database
Maintains a real-time, comprehensive inventory of all public assets nationwide — covering location, purpose, valuation, condition assessment, and MDA ownership records.

Standards Development
Creates, updates, and enforces maintenance standards, efficiency benchmarks, and best practices for asset upkeep, facility management, and government infrastructure operations.

Third-Party Supervision
Supervises outsourced facility management companies and service providers to ensure contractual obligations and quality standards are consistently met across all federal facilities.

Legal Basis

Statutory Framework

FPAM's mandate derives from a clear legal and policy foundation, giving it the authority to act on behalf of the Federal Government of Nigeria in all matters concerning public asset management.

Public Assets Management Act
Primary enabling legislation establishing FPAM's mandate, powers, and operational scope under federal law.
Financial Regulations of the FGN
Governs procurement, contracting, and expenditure related to asset maintenance and facility management.
Federal Executive Council Directives
Policy directives from the FEC establishing priority areas and reform agendas for public asset stewardship.
FMHUD Ministerial Circulars
Operational circulars issued by the Honourable Minister, translating policy into departmental action.

Custodial Authority

FPAM exercises full custodial authority over all federal public buildings, facilities, and infrastructure. This authority empowers the Department to:

Commission independent condition surveys of any federal facility
Issue maintenance and repair orders to MDAs and custodial agents
Approve or reject facility management service providers
Direct reallocation of underutilised federal assets between MDAs
Report directly to the Honourable Minister on asset conditions
Engage with the Budget Office on capital maintenance allocations
